In 1998 the Werribee Sikhs started holding their religious congregation on week ends in community halls hired through the Wyndham City Council, Victoria. At this stage they were a loose community group with few members. Werribee Sikh Community (WSC) registered with Consumer Affairs Victoria to become an incorporated organization on the 16th September 1999.
Subsequently, in 2003 WSC was re named the Sikh Community of Western Victoria (SCWV) which was approved by Consumer Affairs Victoria under the Association Incorporation Act 1981.
