VICSES is a volunteer based organisation responding to emergencies and working to ensure the safety of communities around Victoria.

What we do

The Victoria State Emergency Service (SES) is the control agency for flood, storm, tsunami and earthquake in Victoria, managing responses to these emergencies and helping communities to prepare through planning and education.

As well as operating the largest road crash rescue network in Australia, we also assist the Victoria Police in search and rescue operations and play an important support role during major bushfire responses.

The role of SES crews is to make the situation safe. The property owner has the responsibility to organise repairs.

Emergency management
Coordinating emergency preparation and response for flood, storm, tsunami and earthquake is the organisation’s primary role. SES Victorian Headquarters works with the regional offices to prepare and warn communities with public safety advice and emergency plans.

Flood response
SES units sandbag to protect property and infrastructure from floods, as well as assisting Victoria Police with evacuations.

Storm response
Following severe storms, SES units can provide temporary repairs—like tarping—to damaged structures, and remove fallen trees and branches from properties.

Tsunami response
SES units provide warnings and public advice, along with assisting evacuations and undertaking search and rescue following tsunamis.

Earthquake response
Along with assisting in evacuations and temporary repairs, SES units undertake search and rescue following earthquakes.

Road crash rescue
We are the largest provider of road crash rescue in Victoria, and SES units provide aid in some outer metropolitan suburbs of Melbourne and most of the state’s country areas. Around 100 SES units across the state are accredited in road crash rescue, and accredited volunteers undergo rigorous training using specialised vehicles and equipment.

Community planning and education
SES works closely with municipal councils throughout Victoria to develop emergency management plans, providing advice, information, education and training. We are also required to audit Municipal Emergency Management Plans every three years.

SES also engages directly with communities, educating Victorians on how to prepare for natural hazards. Programs are aimed at building resilient communities that are less affected by flood, storm, tsunami and earthquake.

There are more than 5500 committed and dedicated volunteers around the state who provide these services 24 hours a day, seven days a week.

Preparing for a flood - Sandbags - Frequently Asked Questions?

What will sandbags do?
• Sandbags can be useful means of blocking inside drains (eg. Toilet, shower or bath), strengthen levees or protecting buildings.
• For most properties to reduce the impact of flooding, sandbags only need to be placed to prevent backflow of wastewater into the house, and around doorways.
• It is not always necessary to place a sandbag wall around your house to provide protection. Building a wall like this may trap floodwater between the wall and your property, causing more damage.

Where to place the sandbags?
• Cover drainage holes in home e.g. toilet, shower, bath and floor drains to stop backflow of contaminated water.
• Place a small sandbag wall across doorways. Stack at least two (2) sandbags high across, additional layers may be needed depending on the expected flood height.
• Make sure that you have at least one doorway in which you can use to access the house. This can be done by building a wall in a semi-circle to allow the door to still be opened.
• Air vents between brickwork will also require sandbags. Small vents may be covered with waterproof tape such as duct tape.
• If available, plastic sheeting may be used under the sandbags to reduce the seepage of water through the sandbags.

What else can I do to protect my home?
• Raising valuables off the floor onto benches and tables may prevent damage to
personal items from floodwater that may seep past the sandbags.
• Lifting of curtains, rugs and bedding, and removing items from low cupboards may be necessary.
• Turn off power and gas
